Foundation Stage Settings

The Early Years Foundation Stage (EYFS) of education begins when children reach the age of three and lasts until the end of the school year in which their fifth birthday falls. 

All SCE first and primary schools make provision for children in the second year of the Foundation Stage - "Foundation Stage 2" or "FS2".  The majority of SCE first and primary schools also have provision for children in their first year of the Foundation Stage -"Foundation Stage 1" or "FS1", either on the school site or separately located.

Foundation Stage 1 and Day-care Provision

Children who have attained their third birthday are admitted termly to SCE Foundation Stage 1 (FS1) settings in accordance with SCE age entitlement and cut-off dates (Insert Link) .  Children who have attained their fourth birthday on or before 31 August each year are admitted annually to Foundation Stage 2 (FS2) classes in SCE first or primary schools. 

The majority of SCE primary and first schools have associated FS1 settings, managed by the school.  These may be on the school site or in other locations within the school’s catchment area.  Some small SCE schools do not have associated FS1 settings because the number of eligible children is insufficient.  An average of six FS1 pupils over the three terms of a school year is required for an FS1 setting to be regarded as viable.

Provision in SCE FS1 settings is normally for morning sessions of three hours on each of the 190 days that the school which manages the FS1 setting is open to pupils.  Where agreed with the local Garrison – and after local consultation - extended day care is offered in some FS1 settings.  Where this is offered, the day care beyond the morning session is on a fee-paying basis.

SCE FS1 settings meet the same criteria that apply to publicly funded UK nursery settings: this includes teaching towards the Qualification and Curriculum Authority Early Learning Goals for the Foundation Stage.

SCE FS1 settings follow the DfES Code of Practice for the identification and assessment of special educational needs.  For children at the Early Years Action or Early Years Action Plus stages of the Code of Practice who attend FS1 settings, additional support may be provided to meet those individual children’s special educational needs.
